SISKEL, my brother who reads the forums but almost never posts, suggested I just put a copy of the tutorial here, so well here it is

In order to make the scrolling back drops you need to create 4 images. They all need to be 1024 x 256 like standard backgrounds.
The first image (the part furthest back from the camera) needs to be a solid image no transparencies. This one will be names mbp_yourname-v00. The rest of the images need to be almost one half (the top half) transparent and the bottom half solid. You can also put some 20% transparencies in to make wisps of smoke or clouds go by.
If you make too much of the image transparent then you will see the floor boards in the stage when you film it.
Transparencies are handled through the alpha channel and each program does that differently I use Paint Shop Pro 7 - if you need help with that program I can do it but any other program someone else will have to help you learn how to do it.
The hardest part, for me, was getting the ends to match up the right and left ends of each image MUST match so when it scrolls you do not see the ends of the image.

I found this to be easier to do if you make one side of the image then copy it and mirror it then paste it on the other end then just blend them together so there are no seems showing. I then move the middle around so that it does not look like a mirror image, all but the ends :0
Then name the files mbp_yourname_v00 and mbp_yourname_v01 all the way up to v03. Here is an image showing the numbering scheme.

The images need to be in dds format as always. You then save them in a new folder under textrues named "miniatures".
