You need to unlock your achievements. If you have them set as "blocked" or "friends only" then LionHead can't verify them so no badge for you. You need to set them to "everyone".

Just got my 1350/1350 tonight!

Edit: MyGamerCard.net has not updated my achievements, so my banner does not reflect that I do in fact have all of them. Xbox.com does, however, show that I have all 1350. Hope that helps!
