Wasn't quite as easy my third time around but here's what I did:
1) Get the economy up to 5 stars.. I did it by replacing all furniture in the two houses with luxury items and through purchases.
2) Buy house next door to clothing stall if you don't already own. If you have tenants, kick 'em out.
3) Buy clothing stall if you don't already own and set prices to -60%
4) Buy all clothing from clothing stall
5) Slept in bed right next door for 7 days.
Repeat steps 4 and 5 until the boots show up. Took me about 15 or so tries this time around.
Forget the season... apparently it was just timing that caused that the first time. I did it on winter, bought the boots when they appeared. Then I switched it to the rainy season, slept 7 days and the bandit boots were restocked again immediately.
If it doesn't seem to be working, try switching up the seasons now and then and go back to it. They will show up eventually.
Edit: You probably don't necessarily have to sleep in the building next door, I just did that for convenience sake.. makes the process of sleeping, buying, sleeping a bit quicker to perform.

Has anyone verified that these items can be traded from one Knothole Island owner to another? I know they could be traded prior to KI, but I'm wondering since nothing else sold on the island can be traded (can't even be gifted to villagers) if the 'gifting off' switch now applies to bandit/tart items between players who both have KI installed?
One potion makes you larger and one potion makes you small and the one Lionhead didn't give you doesn't do anything at all...
