You do not have to have an internet connection to acquire the bandit and tart boots/gloves. However, you do have to have an amazing amount of luck. Check early posts in this thread for techniques.
You cannot acquire the "explorer" AKA Highroller's Coat without an internet connection. This item can be acquired either by winning it in Fable 2 Pub Games (which is downloaded from XBLA) or by receiving it as a gift from another player (again, must be done over Live).
There's only one way to acquire a "top hat" without an internet connection. ***spoilers***
Accept the quest "Rescuing Charlie". Once you've received the Looter's Note, you'll be swarmed by Hollow Men. Either allow them to kill Charles, or kill him yourself. Then, and this is the most important part, equip the hat. If you finish the quest with the hat unequipped, Granny Miggins will take the hat from you and you won't have another chance to acquire it. Wearing the hat when you talk to Granny will fool her into thinking you're Charles, and the hat is yours.
