I saw a deal on that.  It was a scheme to get him off of the air.  They had planted the question in the audience and prevented them from meeting the guest before-hand or even holding the usual rehearsal, so he had no idea what he was walking into.  It was a really controversial show, but they decided it had to be taken off of the air because it was making the TV network look bad or something.  So instead of firing him or cancelling him (which would have upset the masses), they decided to make him ridicule himself so no one would care when he was canned.

Also, his balls weren't cut off.  They screwed up in a very routine, usually safe surgery on his throat.

Edit: And, after a few minutes of research, we're both idiots.  It was part of some sketch comedy TV show.
