    I personally thought it was more like the looks of the city changing depending on how wealthy it is. I don't think that the city will grow in size. Only in numbers of inhabitants.

    BTW, this is just how I think it's gonna work, this is not something I read somewhere or something so it might be BS Stick out tongue [:P]
