To clarify what every one has been saying, and to avoid the loss of 9500 GP here is a tip:

First you need to donate 500GP (any time of day will do.)

Then you are told to Donate "a large sum" or "Generously" or something, at the suns Zenith (which means between 12  and 1 PM - Middle of the day / Zenith the suns highest point.) 

That amount needs to be 10,000 GP.

Then you get your fancy whacking device.
