To play Fable II..it requires a high internet connection...thus any downloads in your Que will stop immediately once you start playing the game. Try turning your Xbox 360 off then back on and leave it alone for about 3-4 hours...your results should be much better. Or play a game that doesn't connect to Xbox LIVE....such as, most games that don't have the Online Multiplayer Feature (or at least a game that doesn't require the full strength to play.), Xbox Original, Demos, Videos, ect.
