I know the item shop in Oakvale has them. It's opposite the weapons shop and has a bag on its sign, incase you don't know.

Almost any item shop has one. Item shops appear yellow on the minimap if I recall correctly.

You can normally buy them cheaper from the Oakvale shop as he stocks more than the likes of Bowerstone does.

u can also fish one from.. i dont know for sure but i thought it was above bowerstone. the path leading to lychfield graveyard
