Yeah "Scramble" - I spent most of that film with my kit off (I wasted no time in starting my TMO acting career doing explicit sex scenes). Both my leading ladies are in their birthday suits as well - it was a fun project!
I second May Flowers as best romance - it got my highest award that only 19 series/films (soon to be 20 - an improved version of "Transience" by the same director is imminent) have received out of the estimated 5000 films I've watched.
In a sort of warped way - you might also consider "Dark Obsession" another of the winners of my highest award. It's got a

racy scene near the middle (we're talking orgasms here!) But, be warned, it's not chocolates and flowers stuff!!
PS. Actually, I think there is enough romance in "Scramble" for it to qualify. Love is perhaps the central theme in the movie, although it is only one of many themes in an astounding piece of writing.
