I second BSW's nomination! I think stvn deserves a modder badge, particularly for his stoic bravery facing the toxic environment of Blender, made doubly toxic by testing unfinished import/export scripts... and after that... continuing to make content for The Movies!

Also for what it's worth, and for reasons similar to Mort's (not wishing to tread on any toes or speak for anyone in any official capacity) -- but -- I have had conversations with Sam about the tools and the file format information.
I assume neither Sam nor Woody wish to be the bearers of bad news, so I'll do it, instead.

I'm pretty sure the tools will not be forthcoming, because I recall when reading the interviews with the original game's scene builders, they described how the work was done as (paraphrasing) ''part art and part programming''... so I am pretty sure that the tools are not anywhere near the level of simplicity that the game itself ...

but one the when I retext a set and save it as a new set I seem to loose my lightmaps and the no longer get the lighting slider am I doing something wrong or what?
That information is normally found in the .inf file found in meshes/extrainfo/yoursetname.inf .. which of course, doesn't exist!
Common solution here is to just copy the original

Actually it isn't very complicated, to be honest. Glad you figured a workaround!
(Though I've no idea which scene 'Heart Paddles' is, without the set its on too... since only tend to know them by their non-game name, like 037_van_int_patient.flm -- which I'll assume it must be! )

Well, one way would be to alter the scene itself to kill only the siren sound. You could even change it to the 'Blaze' sound effect loop found in the game, if you're up for doing some simple scene editing... I can probably walk you through that, using FlmReaderZero.
