I don't think any idiot is going to trie to sell you Luciens tower, maybe you can claim it for yourslef after you kill lucien, but not by it. Lucie is the mane enemy in the story, and I think it was like his destiny to build the tower.

In Oblivion I  loved being a vampire for the first hour, but then when I found out you had to feed or be run out of town, or die in the sun and I hated it.
