it begins after you finish the main story i believe, after that you will be randomley atacket (at some place's like rookridge and brightwood) by highwayman and for every atack you survive you wil get a sketch fragment. After you collected all 4 of them you need to go to the highwayman guild ( a cool place) where you need to kill their leader.
