lol question, but the lucien that we killed was drained of his power, that might have something to do with it, plus i dont think the commandant would be able to hold the potentailly thousands of other spire soldiers lucien had at his command..plus luciens got one of those nifty anti-hero-one-shot-kill pistols

I thought he was badass. He single-handedly subdued Garth at Brightwood tower. He was a human being who was experimented on by lucien ,(If you read his diaries he talks about putting pieces of the spire inside a man to grant him powers, hence the horns he had) I think they had so much more potential to have him as a little side villain but ...
