Character development in Fable 3 needs to be reviewed.

I really love the morphing system in Fable, but I do agree that it could do with a few changes, as far as turning into the incredible hulk who glows blue.
Why don' t they implement a system where, that improvements in strength skill and will do effect your character, but they only do so when you actually use that type of combat a lot. For example,
