I've found the solution to this is to actually get within physical range of them where you can lock onto them, and then unlock from them.
You could also try locking on to a different NPC then unlocking.

After my American character died in COD4, I got pissed and wanted to tear those enemies a new one, and then shoot them in the face. So COD4 did give me a reason to want to finish the game once I got halfway through it.

It's beginning to look like Lionhead is going with a canon ending to Fable 1 for storyline purposes. Tales of Albion part two claims that the Hero truely defeated Jack of Blades in the Northern Wastes. Boo. I find that slightly lame, especially if Theresa is making a return, as demo videos suggest.

In order for Theresa to come back, it would require Lionhead to cannonize the ending of Fable 1. Something tells me that they wouldn't be inclined to do so.
