Lucien didn't find the Spire, he created/rebuilt it. If Jack found it after Lucien's death and owned Theresea he'd likely wish for the Sword of Aeons XD

Either way Cloaks would come under the classification of capes in-game, also I think in the early teaser trailer for Fable II a hero was wearing a cape while fighting a balverine (looked like a fallout deathclaw though XD)
