In lands 1-4 you just don't stay that long and the desires take a while to get desperate.I just finished L3 again for fun  ended up 93%   and didn't build a single house.You can never get all the flags down but keeping them low is easy when you get a method sorted.

To be a god you need to keep all the desire flags low. Leaving villager desires high is giving you the points.
