It makes nearby buildings more productive. Example : Build a lumbermill or granary, and hover your mouse of it. It will tell you how much extra productivity is coming out of it. Now build a torture pit next to the granary. Hover your mouse, and that number should be higher. Universities have the same effect, when you're good.

You cannot throw epics, however, you CAN cast them anywhere except the enemies influence. So just cast it just outside their influence, and you'll get them.
